CI failed because four planner tests read an ignored workstation bootstrap and seven operator-status tests consumed global cache state left by earlier tests. Use the committed bootstrap fixture and a schema-checked, isolated status cache; retain the production provenance checks. Also make three embedded JavaScript regex strings raw to remove Python syntax warnings.

Validation: 42 focused planner/operator tests pass; packaging gate passes after installing pip in the disposable test environment. The remote workflow verifies the complete clean-checkout suite and wheel independently of ongoing issue refactors.
