ci-images consolidated its nine per-stack images into one debian-ci image with every toolchain pre-installed from Debian trixie's apt (kristofferopsahl/ci-images#1). debian-latest is its label; the old debian-trixie-<stack> labels are deprecated aliases that will be removed once nothing references them.

This only swaps the runs-on: labels (and comments naming them). The new image is a superset of the old per-stack ones — same Debian 13 packages, same versions.
